Law 4/2019 for energy sustainability in the Basque Country encourages all Basque public administrations to move towards an energy transition. The municipalities are aware that the achievement of the objectives of reduction of consumption and emissions and the improvement of efficiency and energy self-consumption goes through actions from the consistory.

Through a simple methodology Amorebieta-Etxano is organizing its energy transition, that will allow the City Council to be exemplary and tractor of all the changes that must occur in all sectors. So that the energy consumed in the municipality it is strictly necessary and of renewable origin.

The methodology consisted of a legislative analysis, a diagnosis of the energy and climate situation of the municipality and the construction of a road map.

In that same line have been collected in the diagnosis of the climatic risks of the municipality, seeing how the change of climate will affect Amorebieta temperatures and rainfall regime. In parallel, they have studied the possibilities that the municipality presents in the field of energy installation renewables to advance the production of clean and local energy..

The project ended with the presentation of the roadmap to the political staff of the city council. In addition, an exercise was carried out to prioritize actions that could be incorporated into the Energy Sustainability Action Plan.

In order to obtain the necessary information, data has been obtained from the open platforms of the Basque Government and the network of Basque municipalities Udalsarea 2030, which collects information from various sources.
Based on this data collection, it has been possible to to know what the energy consumption of the different sectors is, as well as its evolution in recent years.

It has also been possible to calculate the absorption capacity of the municipality to achieve carbon neutrality and to fight against climate change.
