The Naider team, in collaboration with the Bidasoa Activa – Bidasoa Bizirik Agency, led the development of a diagnosis based on a Local Sustainability Indicator System and the creation of the Energy and Climate Plan during the initial phase of the project in 2022.

This diagnosis covers the analysis of energy consumption and emissions in the region, climate projections, the potential of renewable energy and the problem of energy poverty. Based on this diagnosis, specific actions were established to reduce energy consumption in the region and promote energy sustainability, which were reflected in the Energy and Climate Plan of Baixo Bidasoa.

This plan is set up as an essential platform to guide and contrast county actions in energy and climate, as well as to coordinate with actions at the foral, municipal and other local agent levels. The aim is to comply with the requirements established by Law 4/2019 on Energy Sustainability.

In 2023, the second phase began where the implementation of the first actions contemplated in the Plan has been carried out. This involved providing advice to local councils in the region on the obligations of Law 4/19 on Energy Sustainability of the Basque Autonomous Community, providing technical assistance to companies on energy efficiency and carbon footprint (including energy efficiency positioning and roadmaps with specific actions), coordinating and dynamising the Regional Energy Board, and carrying out training actions on energy efficiency in the Bidasoa Activa – Bidasoa Bizirik Agency.

At the same time, a continuous monitoring of the implemented actions was carried out to assess their degree of development and their compliance with deadlines compared to what was planned. This monitoring was shared in different participation sessions with technicians from the City Councils, the Agency’s management and the different political representatives of the municipalities of Irun and Hondarribia.
