The MITECO (Ministry for the Ecological Transition and the Demographic Challenge) has definitively approved the plan that, during 2021-2023, will seek to promote and consolidate a circular and decarbonized economic model. For this, it has a budget of more than 1,500 million euros that will be distributed among the 116 measures contemplated to make it a reality.
These measures are articulated in 8 main axes: production, consumption, waste management, secondary raw materials, water reuse, awareness and participation, research, innovation and competitiveness; and employment and training.
In the axis of production, the measures aimed at the ecodesign in various sectors such as food or forestry, as well as Circular SME initiative, which aims to integrate the circular economy into small and medium-sized companies through spaces to rethink and create new formulas for the new model. The tourism field will be another of the sectors at the point de mira, in which it is intended to develop sustainable tourism as a transforming lever of the sector.
To the axis of consumption are destined tools related with consumer information, such as the European Ecolabel or a new Label that will inform about the useful life and index of reparability of the product in question. Likewise, between its objectives are measures to reduce food waste and encourage second-hand markets and reuse habits.
Another key point is waste management, where will include new waste prevention and planning programs, in addition to new limitations for textiles and agricultural plastics.
One of the newest points corresponds to the subjects secondary raw materials and water reuse, which includes actions for the use and promotion of by-products and the development of end-of-condition criteria of residue.
In the transversal axes of research, awareness and employment the objective is to develop good circular economy practices, accompanied by programs that promote research and innovation, together with insertion training programs for certain groups.
The final objective of this first PAEC is to lay the foundations of a new model that prolongs the value of resources for a longer time in the economy, in such a way that the generation of waste is reduced as much as possible. And all this through processes that help achieve the decarbonization of the economy in parallel. One more fundamental tool on the path to ecological transition.
