The Ministry for the Ecological Transition of the Government of Spain has called for subsidies for unique projects of local entities that favor the transition to a low-carbon economy, in the framework of the operative program FEDER for sustainable growth 2014-2020.

Among other measures, the subsidies support projects to promote the energy transition, or the realization of sustainable urban mobility plans.

OBJECT

The regulation of the procedure for the direct granting of subsidies to singular projects that facilitate the transition to a low carbon economy in the sphere of Spanish local entities, charged to the FEDER funds included in the Axis 4 of the Low Carbon Economy of the Plurirregional FEDER Operational Program of Spain (POPE) for the period 2014-2020.

BENEFICIARY ENTITIES

a) Municipal councils, according to the regulation of Law 7/1985, of April 2 (…).

b) Provincial Councils (…).

c) The Cabildos or Island Councils (…).

d) The Regions or other entities that group several municipalities, instituted by the autonomous communities in accordance with Law 7/1985, of April 2, (…).

e) The Associations of Municipalities as long as they act either on behalf of a group made up of municipalities, or, where appropriate, make investments and promote actions under the line of aid in said municipalities.

f) The Metropolitan Areas, in accordance with the provisions of Law 7/1985, of April 2 (…).

ELIGIBLE ACTIONS

Measure 1. Energy rehabilitation of the thermal envelope of existing buildings and dependencies

Measure 2. Improvement of the energy efficiency of the thermal installations of the existing buildings and dependencies

Measure 3. Improvement of the energy efficiency of interior lighting installations in existing buildings and dependencies

Measure 4. Improvement of energy efficiency in electrical installations of existing buildings and dependencies

Measure 5. Improvement of energy efficiency through the use of ICT in cities (smart cities)

Measure 6. Renovation of outdoor lighting, lighting and signage installations

Measure 7. Improvement of the energy efficiency of the drinking water purification, wastewater treatment and desalination facilities

Measure 8. Implementation of sustainable urban mobility plans

Measure 9. Solar thermal installations for hot and cold applications

Measure 10. Facilities for the use of geothermal energy for thermal applications

Measure 11. Installations for thermal use of biomass

Measure 12. Thermal fluid distribution networks, cold production facilities, gas purification equipment, as long as they are associated with the thermal use of biomass, biogas or CDR/CSR (complementary actions to existing facilities

Measure 13. Installation for the transformation and/or thermal use or self-consumption of biogas

Measure 14. Installations for the thermal use of CDR and CSR

Measure 15. Photovoltaic solar installations for electricity generation for self-consumption (connected to the grid and isolated)

Measure 16. Small power wind installations aimed at self-consumption of electrical energy (connected to the grid and isolated)

Measure 17. Installations for the use of aerothermal or hydrothermal energy by means of heat pumps

DEADLINE AND PLACE OF PRESENTATION

The allocation of the subsidies provided for in this royal decree to the singular actions or projects that are selected will be carried out in order of priority corresponding to the date of presentation of the application, within the scope of each community Autonomous Region or Cities of Ceuta and Melilla, and all this until the available budget is exhausted.
