Like when we first learned the\nprepositions, these r&#8217;s are the abc&#8217;s of the circular economy and not just\nmemorize them but understand and internalize them, seems to be a good starting point.\nstarting point to get into this Circular Economy. we start with\nReject, continue with Rethink etc. and we arrive at the ninth \u201cR\u201d, the\nRecovery. Each action, as we get closer to Recovery, loses\ncircularity and, therefore, its environmental impact is increasingly negative. <\/p>\n\n\n\n<p>In parallel, as if they were few, there are more and more voices\nthat arise from the need for <strong>a new \u201cR\u201d transversal to all this\nframework: the R of \u201cRegulation\u201d.<\/strong> And it is not a trivial question, precisely. <\/p>\n\n\n\n<p>Let&#8217;s see the paradigmatic case of the dreaded <strong><em>obsolescence\nprogrammed<\/em><\/strong> of many of the products we regularly buy. The circular economy proposes models of\nalternative businesses based, for example, on <strong>servitization<\/strong> or <strong>design\nof more durable and modular products.<\/strong> These models appear to be more\nsolvent and profitable than the current ones on paper, but the truth is that\na large number of companies continue to use the obsolescence model\nprogrammed when designing their products. And, let&#8217;s not kid ourselves, if this is\nThis is because its profitability is higher than that proposed by the models\ncircular. At least in the short-medium term. And, furthermore, they do it because\nthey can. No one stops you even knowing that there is an environmental impact\nwhich is not incorporated into the equation. <\/p>\n\n\n\n<p>When we start to think about who is responsible\ncarry out the transition towards a Circular Economy, the answer\nit is generally unanimous, the whole society. consumers, businesses,\npublic institutions etc must make an effort to make it possible\neconomic model that does not consume natural resources at a higher rate than\nthey can be recovered. <\/p>\n\n\n\n<p>So, if we say that the effort must be joint,\nWhy wait until we come up with a more profitable business model than the\nCurrent for companies? Shouldn&#8217;t companies also contribute to this\ntransformation of the economic model adjusting its returns in the short term\nterm? A possible formula for planned obsolescence to be more\ncost effective than the current production model is certainly the famous transverse R\nthat no one seems to want to talk about, the Regulation. We talk about <strong>regulations\nand fiscal policies that promote the process of circularity<\/strong> on the design of\nproduct.<\/p>\n\n\n\n<p>Our French neighbors are somewhat more advanced in this matter of regulating the <em>conception<\/em>. Already in July 2012, the <a href=\"https:\/\/www.ademe.fr\/\" rel=\"nofollow noopener\" target=\"_blank\"> Environment and Energy Management Agency (ADEME) <\/a> defined planned obsolescence as a practice that \u201c< It consists of intentionally shortening the useful life of a product so that the consumer has to buy a new one, limiting its period of use for reasons of the economic model\u201d. <\/em><\/p>\n\n\n\n<p><em>Furthermore, <\/em>France already considers directly planned obsolescence a crime. This was stated in article 22 of the <a href=\"http:\/\/www.assemblee-nationale.fr\/14\/pdf\/ta\/ta0412.pdf\" rel=\"nofollow noopener\" target=\"_blank\"> draft Law on Energy Transition for green growth<\/a> where the definition of planned obsolescence is introduced into French law. For such practices, the law contemplates penalties of two years in prison and a fine of 300,000 euros.<\/p>\n\n\n\n<p>Also on February 10, the <a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000041553759?r=kawg2uhDlH\" rel=\"nofollow noopener\" target=\"_blank\">Law against waste and circular economy was also published <\/a>, through which it seeks to abandon disposable plastic, fight against waste and act against planned obsolescence. <\/p>\n\n\n\n<p>These are examples, but the truth is that circular economy strategies in some countries seem to go hand in hand with regulation.
