The initiative, led by the <strong>City Council of Vitoria-Gasteiz<\/strong> and the municipal urban development company <strong>Ensanche 21 Zabalgunea<\/strong>, has the backing of the <strong>Ministry of Social Rights and the 2030 Agenda<\/strong>, which has granted the maximum amount of support under its programme for local authorities.<\/p>\n\n\n\n<p>The project is conceived as a <strong>pilot initiative<\/strong>, building on the Study for Energy Rehabilitation and Urban Regeneration of 19th-Century Ensanche blocks, which identified opportunities for transforming the historic centre. The Teatro Principal block thus becomes the starting point for testing a model that can be replicated in other parts of the Ensanche.<\/p>\n\n\n\n<p>A strong <strong>participatory dimension<\/strong> is central to the process, including neighbourhood workshops and the opening of a <strong>Technical Office on Dato Street<\/strong>, designed as an information and support space for local residents. The visit of the Minister for the 2030 Agenda, Pablo Bustinduy, alongside the Mayor, Maider Etxebarria, and other institutional representatives, has reinforced the political and social support for the project.<\/p>\n\n\n\n<p>Naider, in collaboration with <strong>Paisaje Transversal<\/strong>, prepared the preliminary studies underpinning the intervention and supports Ensanche 21 in the technical management of the process.
