The COTEC Foundation for Innovation has carried out a study on technological sovereignty and the strategic role of industrial and intellectual property in this field. The document emphasises the role of industrial property in technological sovereignty and offers recommendations to strengthen it. It stresses the importance of own technological capabilities and alliances to commercialise critical technologies and avoid dependencies.

The paper underlines the relevance of technological sovereignty for autonomous strategic decision-making. It also includes an analysis of the European Union’s approach, which places technological sovereignty within a broader notion of open strategic autonomy.
