Local Employment and Innovation Strategy of Etxebarri

The Etxebarri City Council has launched a strategic reflection process to define its Local Employment and Innovation Strategy, within the framework of its 2024–2027 Innovation Strategic Plan. The initiative aims to identify key challenges and opportunities in these areas and to lay the foundations for the creation of a future Municipal Agency for Economic Promotion, Employment and Innovation, which will integrate and strengthen local services in these fields.

The work, carried out by Naider, combines technical analysis with the active participation of local stakeholders. It includes a comprehensive diagnosis of the municipality’s economic, employment and business context, a review of its innovation and entrepreneurship ecosystem, and the formulation of a structured proposal with a medium-term vision. This approach will help to design a solid and viable strategy aligned with the current regulatory frameworks, such as the Basque Employment Law (2023).

In addition to identifying areas of opportunity in employment and innovation, the project also includes reflection on the governance model and the future organisation of the local economic promotion system. With this strategy, Etxebarri seeks to strengthen its competitiveness, support local talent, and move towards a more sustainable and collaborative model of development.
