Improving the energy management of the building stock of the Provincial Council of Bizkaia

The Provincial Council of Bizkaia is advancing the improvement of the energy management of its building stock, within the framework of its Energy Action Plan and the requirements set out in the Basque Country’s Law 4/2019 on Energy Sustainability. Beyond being a simple database, the building inventory is conceived as a strategic tool to understand how the institution consumes energy, identify opportunities for improvement and guide decision-making.

The work focuses on consolidating homogeneous, up-to-date and operational information to enable more effective planning of energy actions. This involves structuring and harmonising existing data, strengthening coordination across departments and ensuring that information is reliable and comparable over time. This approach supports the identification of priority buildings for energy refurbishment and the definition of investments aligned with decarbonisation objectives.

In this process, the Provincial Council is supported by Naider, which provides methodology and technical assistance to structure information, improve monitoring and strengthen institutional reporting. The result is a management tool that enables progress towards a more efficient administration, supports the tracking of commitments and helps consolidate a culture of continuous improvement in energy sustainability.
