IHOBE is promoting a training programme on climate and energy transition for technical and managerial staff in the Basque public administration. The programme aims to strengthen the strategic and operational capacities of public bodies to help them integrate climate change into their daily planning and management, in line with the requirements of the Basque Law on Energy Transition and Climate Change.

Key topics covered include mitigation, adaptation, energy efficiency, sustainable mobility, the circular economy, climate planning and energy communities. Materials are produced in both Basque and Spanish and all content is available in SCORM format via the IHOBE Moodle platform to ensure reusability and scalability.

The training combines face-to-face and online sessions, participatory activities, practical case studies and innovative teaching methods. Additionally, personalised learning paths are created for various administrative roles, enabling a gradual approach tailored to the specific needs of each area.

At Naider, we are supporting this project by developing the content, designing the training architecture, and leading its implementation. This initiative is part of our commitment to strengthening institutional capacities to advance the ecological transition within the public sector.
