The Architecture Section of the Provincial Council of Bizkaia has awarded NAIDER a technical assistance contract to strengthen the management and monitoring of its building inventory. This assignment is framed within the Provincial Energy Action Plan and the obligations arising from Basque Country Law 4/2019 on Energy Sustainability, which sets the course towards a more efficient public administration aligned with climate objectives.
Behind a building inventory there is more than just a database. It is a strategic tool to understand how the institution consumes energy, where the main opportunities for improvement lie, and how to prioritise investments that reduce emissions and costs. NAIDER will work to consolidate homogeneous, up-to-date and operational information, enabling the Provincial Council to better plan its energy actions and move steadily towards decarbonisation.
The project will make it possible to organise and harmonise existing information, strengthen coordination between departments, and ensure that energy data for the provincial building stock are reliable and comparable over time. A robust inventory is essential for evidence-based decision-making, identifying priority buildings for energy refurbishment, and monitoring the commitments undertaken.
In addition, technical support in institutional reporting will contribute to strengthening the Commission for Energy Sustainability, consolidating an internal culture of monitoring and continuous improvement.
Through this work, NAIDER reinforces its role as a strategic partner to public administrations in the ecological transition, helping to translate climate commitments into concrete management tools and measurable results.
