The Uribe Kosta region has launched a process to define an innovative model of collaborative governance for economic promotion, with the aim of strengthening inter-municipal coordination, optimising resources and enhancing public intervention in areas such as quality employment, innovation and entrepreneurship.

The project, supported by the Provincial Council of Bizkaia through the Bizkaia Orekan Sakonduz programme, is structured in three phases: an initial analysis to map out the existing capacities and resources of the municipalities; an exploration of different governance models, including options such as shared technical services or new regional agencies; and finally, the consensual definition of a regional economic promotion model, complete with a roadmap, management structure and feasibility study.

Naider is providing technical assistance to the Behargintza of Uribe Kosta throughout the process, facilitating spaces for analysis and deliberation among municipal representatives, socio-economic actors and related organisations. The outcome will be a shared operational framework that enables municipalities to jointly address the challenges of economic promotion, equipping the region with stronger, more collaborative and future-oriented governance.
