NAIDER has been selected in all five lots of the framework agreement promoted by Ihobe to provide technical assistance to Basque public administrations in the field of energy transition and climate change.
This result recognises the work the team has been carrying out for years alongside institutions, municipalities and territorial stakeholders to accelerate decarbonisation, strengthen climate resilience and effectively integrate the climate perspective into public policies.
This framework agreement will enable NAIDER to collaborate with Ihobe and different administrations in key areas of climate action, including:
- Technical support to municipalities and local entities in the preparation and review of climate and energy plans, energy-climate diagnostics and emissions inventories.
- Monitoring and evaluation of policies, plans and regulations from the perspective of energy transition and climate change.
- Development of methodologies, indicators and tools to strengthen the climate coherence of public planning.
- Knowledge generation, reporting and international positioning of the Basque Country in climate action networks and platforms.
- Identification and dissemination of best practices that contribute to accelerating the energy transition and climate change adaptation.
The recent approval of the Basque Law on Energy Transition and Climate Change has opened a new stage in which climate action must be integrated across all public policies. In this context, technical support to administrations is key to translating strategic objectives into concrete plans, measures and instruments.
NAIDER takes on this challenge building on the experience gained in projects such as the Bilbao 2030 Climate Mission, the monitoring of energy and climate plans, technical assistance to Udalsarea municipalities, and the development of territorial strategies for energy transition and circular economy.
Participation in all five lots of the framework agreement strengthens the team’s capacity to continue contributing to a transformation that is already underway: the construction of climate-neutral, resilient and socially just territories.
