At Naider, we are working alongside NASUVINSA, the public housing and urban development company of the Government of Navarre, in the evaluation of the European BIO4RES project, an initiative funded by the Interreg Sudoe programme focused on sustainable forest management and fire prevention to strengthen the resilience of rural areas.
The project, led by NASUVINSA through the Lursarea Agency, seeks to improve fire risk prevention and management in the forests of the SUDOE area (comprising Spain, Portugal and southern France). To this end, it promotes the valorisation of extracted forest biomass as a way to ensure the viability of prevention plans, while strengthening the resilience of forest ecosystems without compromising their ecological, economic and social functions.
The BIO4RES partnership comprises five beneficiary entities: NASUVINSA; the Centre for Forest Science and Technology of Catalonia Bioeconomy and Governance (Catalonia); the Union des Communes Forestières du Grand Sud (France); Estera Innovation (France); and the Comunidade Intermunicipal do Tâmega e Sousa (Portugal).
Naider is responsible for evaluating the project in its three phases: initial, intermediate, and final. The initial phase is currently underway and has involved analysing the degree to which the project aligns with the objectives of the SUDOE programme, as well as defining the methodology to be applied in the following stages.
During the mid-term evaluation, interviews will be conducted with the project’s beneficiary entities in order to identify lessons learned, possible adjustments and opportunities for improvement that will enable the project to be strategically reoriented during its development.
In the final evaluation, an online questionnaire will be designed and distributed to all stakeholders, beyond the main partners, to assess the level of achievement of the objectives and develop recommendations for its continuity and scalability.
The BIO4RES project is scheduled to end in late 2026, at which time the final evaluation will also be delivered.
