Vitoria-Gasteiz Sustainability Observatory: Urban indicators to guide the Vitoria-Gasteiz 2030 Urban Agenda

Vitoria-Gasteiz City Council is developing a Sustainability Observatory designed as a monitoring and decision-support tool within the framework of its 2030 Urban Agenda. The project integrates and visualises strategic information on the city’s evolution through an accessible, dynamic and continuously updated urban indicators system.

NAIDER supports the City Council in the methodological definition of the observatory, the design of the indicators system, and the development of an interactive dashboard built on Power BI for querying and analysing data on urban sustainability, ecological transition, mobility, social cohesion, and quality of life.

The starting point is the need to transform the Urban Agenda into an operational and measurable tool: one capable of tracking progress, identifying trends, and supporting municipal planning from a cross-cutting perspective. To this end, indicators have been selected and structured in alignment with the city’s strategic objectives and with European and international reference frameworks for sustainable urban development.

The dashboard centralises information from multiple sources and provides an integrated reading of urban dynamics through intuitive, visual scorecards. The tool supports both the technical monitoring carried out by municipal teams and the public dissemination of relevant information for residents and other local stakeholders.

The Observatory is thus positioned as a knowledge infrastructure in the service of urban governance, strengthening institutional capacity to work with data in public policy planning and evaluation processes — providing a robust foundation for guiding decisions, prioritising actions, and monitoring Vitoria-Gasteiz’s sustainable transition.
