The Provincial Council of Bizkaia, through its Fleet Section, has launched the drafting of a Specific Energy Action Plan with a 2030 horizon. This initiative is part of the commitments set out in the Public Administration Energy Sustainability Law and builds on the institution’s General Energy Action Plan, ensuring that each unit develops its own roadmap to advance in the energy transition.
Naider is providing comprehensive technical assistance throughout the process, combining in-depth analysis of energy consumption and fleet emissions since 2016, the creation of a real-time digital data observatory, and the formulation of a strategic diagnosis with a 2030 outlook. We have also designed the plan’s roadmap, detailing action lines, projects, monitoring indicators, and a governance model to ensure effective coordination among the different stakeholders.
The result is a robust and operational plan that will enable the Provincial Council to move decisively toward the decarbonization of its fleet, optimize energy resource management, and rely on a transparent, dynamic monitoring tool. With this work, Bizkaia strengthens its commitment to the energy transition and sets a pioneering example that can inspire other local and regional administrations.
