As part of the technical support provided for the Bilbao 2050 Environmental Strategy, a strategic monitoring viewer has been developed for Bilbao City Council. The tool links the city’s environmental goals to the places where their fulfilment is decided.
The viewer brings the strategy’s four pillars together in a single dashboard: carbon neutrality, flood risk, heatwaves and environmental health. For each one, it shows the change since the baseline year, progress along the pathway to 2050 and the recent trend. Indicators are fed by official sources through automated update processes, reducing manual data collection and keeping the information current.
Queries can be run at different scales on a 3D map of the city, from the municipality as a whole down to specific neighbourhoods, streets, parks, squares or buildings. Additional layers on green infrastructure, population, housing, economic activity and walkability help to characterise each area and to understand who is affected by each decision.
Beyond describing the current situation, the viewer makes it possible to explore scenarios: estimating the effect of energy retrofit measures on consumption, emissions and investment, testing heat adaptation responses, or designing renaturalisation proposals and calculating their estimated benefits.
The result is a shared basis for coordinating municipal departments, monitoring the strategy’s commitments and grounding priorities for action in clear, place-based information.
The viewer’s dossier sets out its analysis and simulation modules in detail, from decarbonisation and climate adaptation to green infrastructure, population, housing, economic activity and walkability.
