The Bilbao 2050 Environmental Strategy provides the framework guiding the city’s ecological transition, structuring the planning, monitoring and management of municipal environmental information from an integrated perspective. In this context, Bilbao City Council has established a consolidated working system that aligns objectives, tools and stakeholders around a shared vision of urban sustainability, with technical support from Naider.
This support is delivered under a multiannual contract, renewed for the period starting in 2025, and originating from the first award of this service in 2019, enabling continuity and the consolidation of a sustained support model over time.
At present, the development of the strategy is underpinned by a structured monitoring and evaluation system, complemented by new lines of work aimed at strengthening its operational capacity. Among the most relevant recent developments is the preparation of the municipality’s Green Infrastructure Strategy, which involved analytical work, planning, indicator definition and the structuring of its governance model, facilitating its integration into the Environmental Strategy 2050 .
In parallel, the project includes the annual calculation of greenhouse gas emissions and the preparation of mitigation reports at municipal level, together with the continuous improvement of the indicator system and the strategy’s visualisation platform, incorporating areas such as health, climate adaptation and energy consumption. This work is complemented by the analysis and structuring of municipal environmental information, the monitoring of strategic commitments, and support for the integration of green public procurement criteria across different municipal departments, all delivered by Naider as part of its technical assistance role.
The result is an environmental management system in continuous improvement, supporting data-driven decision-making and contributing to the city’s progress towards decarbonisation, resilience and environmental quality.
