The Leioa Council is developing a network of climate refuges to adapt the urban environment to the growing frequency of extreme heat episodes and to protect the most vulnerable members of the population.
The project begins with a detailed diagnosis of heat exposure across the municipality, drawing on climatic, urban, and social variables. It identifies both spaces with existing capacity to function as refuges and new opportunities for intervention. The analysis combines technical assessment and public participation to build a network that is functional, accessible, and responsive to local conditions.
With NAIDER’s support, the Council is preparing a structured proposal that includes the prioritisation of both indoor and outdoor spaces, mapping and an interactive digital viewer, and protocols for activating the network during heat episodes. The process is rounded off with participatory workshops and public communication materials to foster social ownership of the network.
The initiative forms part of Leioa’s municipal climate change adaptation strategy, combining technical expertise and civic engagement to strengthen the town’s urban resilience.
