In this context, Ihobe, as the public reference agency, has decided to strengthen its monitoring and evaluation system to ensure that each plan progresses with a clear direction and accountability.

To achieve this, Naider has developed a comprehensive monitoring methodology that structures environmental plans into strategic indicators, enables the visualisation of progress, and identifies opportunities for improvement. From the outset, the Naider team activated shared technical governance with Ihobe and launched a collaborative working system based on automated forms, structured SharePoint lists, and interactive digital tools. This entire ecosystem is articulated around a Power BI dashboard, capable of connecting each action with its budget, impact indicators, and responsible agents.

The digital tool not only allows monitoring of the implementation status of each plan but also generates useful knowledge for decision-making. Thanks to the visualisation of trends, progress maps, compliance dashboards, and smart narratives, technical teams in the administration can anticipate bottlenecks, prioritise actions, or clearly communicate results to citizens and governing bodies. Moreover, the system allows continuous functional improvements, adapting to the real pace of the plans and to emerging institutional needs.
