Designing a regional methodology for the energy transition in rural areas of Bizkaia

The Provincial Council of Bizkaia is promoting the design of a regional methodology for the energy transition in rural areas, aimed at integrating this dimension in a structured way into local strategic planning and strengthening the role of Rural Development Agencies (RDAs).

The work is developed through a participatory and eco-social approach, adapted to the diversity of the territory, enabling each area to diagnose its needs and potential, identify opportunities and define projects aligned with its specific context. The methodology combines the analysis of the regulatory and institutional context, the development of an energy and territorial diagnosis, and the identification of initiatives linked to areas such as self-consumption, energy efficiency in the primary sector, sustainable mobility and the bioeconomy.

It also incorporates tools for prioritising actions, designing participatory governance models, and identifying funding sources, along with engagement processes with local stakeholders to ensure its applicability. In this process, the Provincial Council is supported by Naider, which provides methodology and technical facilitation to structure the work and support its validation. The result is a practical and replicable tool that enables RDAs to integrate the energy transition into their development strategies and advance the decarbonisation of rural areas through a fair and inclusive approach.
