The Basque Climate Change Strategy 2050 approved to achieve the long-term GHG emission reduction targets, establishes among its goals that of having a responsible, exemplary and benchmark Basque public administration in terms of climate change, and points out that in order to achieve the involvement of all agents in Basque society, exemplary action must be promoted by all Basque public administration bodies.

Through Law 4/2019 on Energy Sustainability of the Basque Autonomous Community, public administrations are obliged to carry out a series of actions to advance in the energy transition and reduce their consumption. Specifically, article 27 mentions the obligation to adopt a training plan for staff in their area of action on techniques to increase energy saving and efficiency within one or two years of the law coming into force, depending on the population.

This training aims to respond to this need for public entities, in addition to providing the necessary tools and setting the main guidelines for the administration to achieve the energy objectives set, focusing on the most important points, such as objectives and actions, energy inventories, consumption control, energy audits, self-consumption and renewable energies and renewal of installations, equipment, fleets and vehicles.
