Presentation of the Basque Country Environmental Outlook Report 2025

The Basque Government’s Deputy Minister for the Environment, Josu Bilbao, presented yesterday the Environmental Outlook of the Basque Country 2025 — a report that places the main environmental challenges at the heart of the economic future and sends a clear message: environmental risks are no longer merely an ecological concern, but factors that directly shape productivity and competitiveness.

The document confirms progress in areas such as air quality and decarbonisation, whilst stressing the need to intensify efforts on waste reduction and the shift towards more circular models, in line with various recent analyses.

Beyond these advances, the report places particular emphasis on the systemic risks associated with environmental deterioration. Factors such as water stress, pollution, and biodiversity loss are consolidating as growing constraints on productive activity, while climate change is increasingly recognised as a financial risk as well. In this context, the report underlines that — even if the most ambitious targets are met — strengthening adaptation strategies will be essential.
